THOMAS FOLEY, ESQ.

COO, Co-Founder

Developing, launching, and strategically building businesses is the common thread tying together Tom’s 20+ years of professional work.

As an attorney and entrepreneur, Tom’s experiences range from founding a boutique law firm to launching several companies in the hospitality field. Tom has had the opportunity to work with entrepreneurs and Fortune 100 companies handling litigation matters and commercial transactions. He has counseled clients in the buy-side and sell-side of transactions; designed risk management strategies; managed personnel; created business processes; and defined corporate structure.

After relocating from New York to Dallas, Tom directed his efforts to designing innovative, social entrepreneurial models to close the gender and racial wealth gap. In 2017, Tom launched The Study USA, established through a public-private partnership with the City of Irving, focusing on growing women-owned businesses and minority-owned businesses. Tom regularly speaks on gender parity and facilitates workshops for corporations aiming to advance their diversity culture. Tom also leads the entrepreneurial program as an adjunct professor at Paul Quinn College, an HBCU in south Dallas.

Tom’s passion led him to help design and launch Xpand Culture: introducing an innovative solution to minimize implicit bias, foster an emotionally safe workplace, and create equitable opportunity for all employees.

Tom is a Fellow for the Dallas Economic Leadership Academy through the Aspen Institute and Of Counsel at Wright Connatser. Tom received his Juris Doctor from the Villanova University School of Law and his Bachelor of Arts from Colgate University. He is a member of the State Bars of New York, New Jersey, & Pennsylvania. Tom lives in Dallas, with his wife and two children. He enjoys running and swimming.
